Dear Windermere Residents,


As you may be aware, the Town of Windermere has entered into a new agreement with the City of Ocoee under which Ocoee will continue to provide fire-rescue services for residents and property in the Town.  In the past, the Town has paid the cost of the fire-rescue services from the money in the Town’s general fund, or in other words, from property taxes paid by Town residents. 


The Town has decided to change this process so that Town residents can better keep track of how their tax dollars are spent.  Beginning this year, and going forward, the Town plans to levy an annual fire-rescue assessment against all property in the Town. This charge or “assessment” will be shown as a separate line item on your real estate tax bill that you receive from Orange County. Since the cost will no longer be paid from the Town’s general fund, the assessment will result in a decrease in the Town’s tax rate or “millage rate”. This letter is statutorily required for the Town to provide notice of the method and amount of the assessment.  This notice and the letter you will receive should not be considered a bill you will need to pay. The assessment will be collected on your next tax bill.  


To implement the special assessment process, on December 9, 2014, the Town Council adopted Resolution 2014-15, giving notice of the Town’s intent to utilize the Uniform Method of Collection to place the cost of making available and providing fire-rescue services to persons and property within the Town on the tax bill of the property owners in the Town pursuant to section 197.3632 of the Florida Statutes.


A public hearing will be conducted by the Town Council of the Town of Windermere on August 11, 2015 at 6:00 p.m., at Town Hall, 520 Main Street, Windermere, FL  34786, concerning the adoption of the non-ad valorem assessment for the fire-rescue services to be placed on your upcoming real estate tax bill.


  • The purpose of the assessment is to reimburse the Town for costs and expenses that the Town has incurred for the provision of fire-rescue services. 
  • The total amount to be levied against your parcel is based on the “tax value” of your property as determined by the Orange County Property Appraiser multiplied by 0.0008 (or .08%).   
  • The total revenue that the Town expects to recover and collect by the assessment is $551,239.83 for the upcoming fiscal year.
  • Failure to pay the assessment will cause a tax certificate to be issued against your property which may result in a loss of title. 
  • If and when there is an increase in the fees to be paid by the Town to the City of Ocoee for fire rescue services, the assessment will be adjusted after a public hearing before the Town Council. 


You have the right to appear at the public hearing and to file written objections with the Town Council within 20 days of this notice.
