NON-AD VALOREM ASSESSMENT NOTICE
for FIRE-RESCUE SERVICES and FAQ's

Dear Residents,

On December 9, 2014, the Town Council adopted Resolution 2014-15, giving notice of the Town’s intent to utilize the Uniform Method of Collection to place the cost of making available and providing fire-rescue services to persons and property within the Town on the tax bill of the property owners in the Town pursuant to section 197.3632 of the Florida Statutes.

On June 9, 2015, the Town Council adopted Ordinance No. 2015-07 finding that fire-rescue services provided and made available by the Town to persons and property within the Town’s boundaries constitutes a special benefit to properties within the town’s boundaries, and establishing the Town’s fire-rescue services special assessment district.

The purpose of this letter is to provide you with notice that the Town is proposing an increase to the amount of the fire-rescue services assessment. In previous years the assessment was calculated by using the “tax value” of property as determined by the Orange County Property Appraiser multiplied by 0.0008 (or .08%). If approved by the Town Council, the multiplier will increase to 0.0009 (or .09%). Additionally, if approved by the Town Council, the Town will calculate the amount of the assessment based on the “market value” of a parcel of property in the event a parcel of property does not have a “tax value” as determined by the Orange County Property Appraiser.

A public hearing will be conducted by the Town Council of the Town of Windermere on August 8, 2017 at 6:00 p.m., at Town Hall, 520 Main Street, Windermere, FL 34786, concerning the adoption of the non-ad valorem assessment for the fire-rescue services to be placed on your upcoming real estate tax bill.

The purpose of the assessment is to reimburse the Town for costs and expenses that the Town has incurred for the provision of fire-rescue services.

The amount is based on the “tax value” of your property, or if your property does not have a “tax value” the “market value” as determined by the Orange County Property Appraiser multiplied by 0.0009 (or .09%).

Failure to pay the assessment will cause a tax certificate to be issued against your property which may result in a loss of title.

The Fire-Rescue Services assessment will continue from year-to-year in the same amount until otherwise determined by the Town Council.

You have the right to appear at the public hearing and to file written objections with the Town Council within 20 days of this notice. Written objections should be sent to the Town of Windermere, 614 Main Street, Windermere, FL 34786, attention Robert Smith, Town Manager.

FAQ:

• Do I need to pay this now? No, this is an assessment and will be on your tax bill

• Why the increase? The adjustment is due to the increase in costs for Fire Services provided by the Ocoee Fire Department. The assessment pays for the cost of the contract and nothing else.

• How much more am I paying than last year? This depends on your taxable property value. If you were to have a home worth $300,000 then you would have paid $240 for this assessment. ($300,000/1,000 x .8). This year you would pay $270 which is a $30 increase.

• Will this increase next year? At this time we don’t expect an increase.
